Vic: Two men pose as police in Subaru heists

Police say two men used fake police IDs in three attempts to steal Subaru WRX sports
cars in Melbourne today.

A woman was pulled over by two men driving a silver Toyota Celica around 5.45am (AEDT)
on Jeffries Parade in inner-Melbourne.

The woman took off in her Subaru after the men produced their fake police ID and a gun.

In the suburb of Preston around 6.15am (AEDT) the men stole a WRX after they told the
owner to get out of his car for a routine police check.

The third incident occurred on the Monash Freeway in Dandenong, where they pulled over
a Subaru driver and punched him in the head before stealing his car keys.

Vic; Budget to bail out TAFEs with $104 million cash boost

Victorian TAFE institutes are to receive an additional $104 million over three years,
according to a preview of next week's state budget.

Today's Age newspaper says the bailout for the state's cash-strapped TAFE institutes,
to be announced in the budget on May 2, includes $38 million next financial year for new
plant and equipment.

Minister for Post-Compulsory Education Employment and Training LYNNE KOSKY has declined
to confirm details of the extra money.

But she's told The Age the government believes TAFEs need an improved funding base.

An audit last year by Ms KOSKY'S department found half the state's TAFEs were in serious
financial trouble and four were on the brink of insolvency.





The TAFEs in the most serious financial difficulties were Chisholm, Central Gippsland,
Northern Melbourne and the Wodonga Institute.

MELBOURNE, Feb 8 AAP - A consortium refused to comment today on reports the Victorian
Government had offered $40 million in emergency aid for an embattled $485 million movie
theme park intended to rival Sydney's Fox Studios.

Studio City Melbourne Ltd said it had notified authorities that it had withdrawn plans
to raise public funds after the collapse of a float yesterday.

The state government had made a $40 million emergency assistance offer to the project,
which had promised to create thousands of jobs, The Age reported today.

A fire ban has been imposed in Victoria's north-west with the state set to return to
the heat wave conditions of last week.

The CFA says no fires are to be lit in the open in the district from midnight last
night until midnight tonight.

The district is bound by Gannawarra on the central northern border, Bendigo in central
Victoria and the northern Grampians in the west.

Temperatures in the area are tipped to reach 36 degrees.

Meanwhile, Melburnians will endure a top of 34, with a late change forecast.

CANBERRA, April 22 AAP - Australia hopes to see United Nations personnel in East Timor
within weeks, Foreign Minister Alexander Downer said today.

But the federal opposition called on the government to act now to ensure Australian troops
were ready to fly to Indonesia immediately Australia received any request from the UN.

A peace agreement signed yesterday in Dili has for the time being brought an end to the
massacres in East Timor by pro-Indonesian militia.

Talks in New York between Indonesia and Portugal also appear close to an agreement that
will clear the way for the UN to help monitor landmark elections on the future of East Timor
due for July.

"If these talks are a success, clearly we hope a UN presence can be on the ground in the
next few weeks," Mr Downer told Reuters in Tokyo, where he is seeking Japan's views on East
Timor.

The upsurge in violence has prompted the UN to reconsider its original plan to place only a
small peacekeeping force on East Timor - a development strongly welcomed by the federal
opposition.

But opposition defence spokesman Steve Martin urged the government not to wait for any UN
invitation and to begin preparing to deploy troops now.

"It must be seen by our regional neighbours and the United Nations that Australia is
prepared to immediately assist with the troubled situation in East Timor and that we would be
able to deploy the appropriate troops to the region without delay," Mr Martin said.

"It would seriously damage Australia's credibility if we were unable to meet any request
from the United Nations quickly and professionally."

However, Mr Downer warned it was ultimately up to Indonesia to ensure yesterday's truce
held and there was no further killings by the militias.

"For the time being, Indonesia is responsible for the security situation in East Timor," Mr
Downer said.

"They've done an inadequate job in recent times and it's important that they perform
effectively to do everything they can to stop the violence and move to disarm the two sides."

Mr Downer will join Prime Minister John Howard in Bali next Tuesday to discuss East Timor's
future with Indonesia's President BJ Habibie.

BRISBANE, Dec 21 AAP - Two cyclones are brewing off the Australian coast and one is
less than 300 kilometres from Darwin.

Senior meteorologist for the Weather Channel Tom Saunders said a cyclone over the Coral
Sea was unlikely to cause any major problems.

But a tropical low forming off the Northern Territory coast, 250km from Darwin, was
unpredictable.

Mr Saunders told AAP the tropical low did not fit any weather models and it was a case
of waiting to see if it became more aggressive and in which direction it would travel.

He said it would move in a northerly direction over the few days but after that "where
it heads and how intense it becomes is unpredictable".

"None of the models, which help us forecast the movement and intensity of weather systems,
agree where it's going to be or what intensity," Mr Saunders told AAP.

"The one thing the models do agree on is it is going to intensify over the next few days.

"There is a chance it will form a cyclone ... and if it does, we don't know where it's
going to move."

Mr Saunders said up to 16 cyclones were expected this summer.

He said the one forming over the Coral Sea would be the second in recent weeks and
would track south between Australia and New Caledonia.

"It's 1000 kilometres off the coast," Mr Saunders said.

"There's already been one in the Indian Ocean so this one will be the second, and a
third tropical low (off the Northern Territory coast) may be number three."

The northern part of Australia typically experiences cyclones each season, which lasts
until April.

On Christmas Eve in 1974, Cyclone Tracy devastated much of Darwin and killed 71 people.
