Vic: Burned Wilsons Promontory will recover: officials

MELBOURNE, Feb 19 AAP - Authorities are confident the Wilsons Promontory National Park
will bounce back from fires that are devastating the area.

More than 150 firefighters are battling the blaze which has so far burnt more than
12,000 hectares in the popular park in Victoria's south.

It has been closed to visitors until at least the end of Labor Day weekend, on March 9.

A Parks Victoria spokesman said the impact of the fire on the ecology of the park will
not be known until it has been brought under control.

"We haven't been able to assess what the impact has been," the spokesman told AAP.

"But it has always bounced back in the past and we are confident that will happen again."

He said Parks Victoria was not aware of any damage to major infrastructure or communities.

Firefighters are using the public land in Tidal River inside the park as a staging
base to fight the blaze.

Strong winds of up to 170 km/h are fuelling the fire, pushing back containment lines,
Department of Sustainability and Environment (DSE) spokesman Stuart Ord said.

The nearest community of Yanakie is not under threat, Mr Ord said.

All 50 residents have been warned to activate their fire plans but firefighters are
working hard to keep the fire within the reserve and away from homes.

"Fire is part of the natural ecology and so the park will recover, it will bounce back
from this and not cause irreparable damage," Mr Ord said.

"The main damage is to signage, roads that have been heavily used by firefighting vehicles."

Heavy vegetation and rough terrain are making it difficult for firefighters to bring
the blaze under control.

A 2002 study showed Wilson's Promontory brought in over $50 million to the community.

The number of tourist visits lost as a result of the fire is estimated to be in the
hundreds, the spokesman said.

As other fires rage across the state, many resources are being pumped into the state's
major blaze, the Kilmore East-Murrindindi South Complex fire.

More than 300 personnel and 96 fire trucks are working to contain the fire, no longer
considered a threat to communities.

The Country Fire Authority (CFA) has warned residents that due to smouldering logs
and trees on containment lines, the area is smokey and care should be taken.

Three other fires - the Kilmore East-Murrindindi North complex, the Bunyip Ridge complex
and the Churchill-Jeeralang complex - are still burning across the state.

Meanwhile, a group of researchers has been assembled by the Bushfire Cooperative Research
Centre to look at key issues of the recent devastating fires.

The research will look at which fires were ordinary or extreme, fire behaviour, human
behaviour, community safety issues, and building and planning issues.

The information will provided to fire agencies and the Royal Commission.

PERTH, April 4 AAP - Tasmanian Premier Lara Giddings has warned West Australian Premier
Colin Barnett "to be careful what he wishes for" in pushing an overhaul of the GST carve-up.

Mr Barnett angered Ms Giddings on Sunday when he derided her state as "Australia's
national park" and argued there should be pressure on the island state to drive its own
economic development instead of being propped-up through the distribution of GST revenue.

"If they continue to reject any sort of development, well what right is there to simply
take the spoils of hard work in other states?" he told Sky News.

Ms Giddings said she and her fellow Tasmanians had "every right to feel slighted" by
the comments.

She said the system used by the Commonwealth Grants Commission to distribute GST revenue
was to ensure every Australian was treated equally and had the same access to standard
services.

The Tasmania premier highlighted that WA had benefited from the current system until
2007 when it was receiving more than its population share.

"What I'd say to Colin Barnett is that he'd ought to be very careful about fighting
too hard against what has been a formula that's been agreed on for a decade now by the
states," Mr Giddings told ABC Radio on Monday.

"Because one day WA may well need it again themselves.

"If the market drops out of the mineral export area then WA will be floundering and,
just like Tasmania needs support, they will need support. So be careful what you wish
for."

Ms Giddings rejected the WA Premier's suggestion the state was not driving economic
development but conceded some of its industries, such as its forestry sector, were struggling.

The fact international markets were no longer accepting woodchips from Tasmania had
caused problems for the state, she said.

She said it was true 47 per cent of Tasmania was in some form of nature reserve with
a large proportion world heritage listed but it was partly due to federal intervention.

Relations between the two states flared in November when WA Liberal MP Don Randall
said Tasmania had become "a leech on the teat" of both the Australian economy and his
home state.

Mr Randall said he was sick and tired of "mendicant states" like Tasmania.

The election campaign will turn to foreign policy next week when foreign minister STEPHEN
SMITH takes on his opposite number JULIE BISHOP in a televised debate.

The foreign affairs spokespeople will go head-to-head at Canberra's National Press
Club next Thursday (August 12).

Foreign policy has not been a major election issue .. partly because there's bipartisan
agreement on key issues like keeping troops in Afghanistan .. and the importance of the
US alliance.

But there have been differences of opinion between the major parties on relations with
Israel .. and on whether Australia should bid for a temporary seat on the United Nations
Security Council.

Qld: A year of historic highs and lows for Bligh

BRISBANE, Dec 24 AAP - With giddy highs and crushing lows, Queensland Premier Anna
Bligh had a rollercoaster year in 2009 and is braced for more twists and turns in the
new year.

Ms Bligh became Australia's first elected woman premier in March and was elated to
have done it in Queensland - a state considered least likely to take such progressive
steps.

But aspects of the June state budget, particularly the government's decision to sell
assets, quickly sent Ms Bligh's popularity crashing back down to earth.

The plan to sell parts of Queensland Rail, the Port of Brisbane and Abbot Point Coal
Terminal, Queensland Motorways and Forestry Plantations Queensland was not revealed in
the election campaign and has resulted in fiery backlash from voters and the unions that
keep Labor afloat.

Last month, with her approval rating at an all-time low of 30 per cent, Ms Bligh -
a beaming victor just months before - conceded the sell-off program may cost her the next
election.

Among her government's achievements in 2009, Ms Bligh lists gains in student literacy
and numeracy, improvement in hospital waiting lists and upgrades to Brisbane's busy Gateway
Motorway.

But the federal government decision to quash the proposed Traveston Crossing Dam and
the jailing of former Labor minister Gordon Nuttall for receiving secret payments battered
a premier who was already bruised in the polls.

"In government, you have to be prepared to deal with the curveballs when they come,
and we've had plenty," she told AAP.

"It's been an absolute rollercoaster.

"We've seen some of the biggest political highs and the lowest political lows of my
political career.

"But ultimately, I understand that this job is a job where you have to deal with everything
that comes onto your plate and not be dispirited or disheartened, and I feel a great deal
of optimism and excitement about 2010."

On the agenda in 2010 is the rollout of reforms around government accountability, a
controversial crackdown on gangs and, most pointedly, the start of those asset sales.

Ms Bligh said she was braced for a painful road ahead - adamant it would not be as
damaging as the alternatives of halting the government's building program or further tax
hikes.

"The asset sales are not an end in themselves, they are a means to an end," she said.

"I never take my eye off what the end is, and the end is a stronger budget, a stronger
economy that delivers for Queenslanders."

Also ahead are decisions on the future drinking water supply for southeast Queensland,
a region that continues to feel the strain of population growth.

With federal Environment Minister Peter Garrett deeming the Traveston Crossing Dam
too environmentally risky, the state government will look at building more expensive desalination
plants on the Sunshine Coast and Bribie Island.

The dam was the target of a vocal grassroots campaign in the Mary Valley, near Gympie,
and now the communities earmarked for desal plants are swinging into action.

The Bligh government argued farming in the Mary Valley had driven species like the
lungfish to the verge of extinction and claimed a dam could have saved them.

But with the failed plan meaning normal life can now resume in the valley, Ms Bligh
says the onus falls on Mr Garrett to protect the animals he acknowledged were threatened.

The federal government will be asked to pitch in to fund the desal plants, but the
premier says it should go further.

"Peter Garrett would not have made the decision that he made if these species weren't
already under significant pressure, and the dam would have given them an opportunity to
recover and to regenerate their numbers," Ms Bligh said.

"I personally think that the Environmental Protection Biodiversity and Conversation
Act does not contain sufficient obligations on the federal government where they resolve
that a project should not go ahead.

"It should generate some responsibilities for species protection."

The water fight with the federal government will be just one of the challenges Ms Bligh
faces in 2010.

New South Wales Energy Minister IAN MACDONALD has called for an urgent meeting and

a week.

About 50 thousand homes and businesses in parts of the CBD and inner suburbs lost
power about 10.30 this morning .. trapping people in lifts .. closing the harbour tunnel
.. and blacking out about 50 traffic lights.

Power was restored shortly before noon.

On Monday .. a cable failure blacked out 70 thousand premises and caused evening peak
hour traffic chaos.

Power company EnergyAustralia has apologised for major disruptions to Sydney's power supply.

BRISBANE, April 27 AAP - A group of four men, one allegedly armed with a gun, robbed
a teenager in Caboolture north of Brisbane today, police say.

The 19-year-old was walking along a path on a vacant block when he was approached by four men.

The accused - aged 18, 19, 20 and 23 - allegedly threatened him and demanded money
from him before fleeing the scene.

They are due to appear in Caboolture Magistrates Court tomorrow.

The men have each been charged with common assault, threatening violence, deprivation
of liberty, going armed to cause fear and robbery with actual violence whilst armed with
a weapon and in company.

was returned by the Australian Federal Police.

Dr ALI'S currently being investigated by Queensland Health .. after he admitted lying
on his resume.

He was questioned by the AFP last month .. over his links to former terror suspect
MOHAMED HANEEF.

His lawyer .. SIMONE HEALY .. says Dr ALI wants to return to Bangalore to see his family.

But she says he wants to go back to his job at the Gold Coast Hospital.

Federal police will decide whether DAVID HICKS will be monitored once he's released from jail.

Foreign Minister ALEXANDER DOWNER says the AFP will make a decision before HICKS is
let out .. and will apply for a control order if they think it's appropriate.

Mr DOWNER's told the Seven Network .. that decision is still a long way off .. but
anyone who fights with al-Qaeda must be considered dangerous.

He's also rejected claims the HOWARD government intervened in the US sentencing process
.. which will see HICKS facing a gag order .. preventing him from speaking to the media
for 12 months.

HICKS will walk free on New Year's Day after serving nine months in an Adelaide jail.

Vice Air Marshall Quaife's address was followed by a wreath laying ceremony involving
federal Opposition Leader Kim Beazley, Defence Minister Brendan Nelson and NSW Premier
Morris Iemma.

Lieutenant-Governor James Spigelman represented NSW Governor Marie Bashir, who is
in Canberra deputising for Governor General Major General Michael Jeffery.

Many of the crowd who arrived well before the service's starting time of 4.30am (AEST)
were met with cool conditions, but the rain that was forecast stayed away.

Most were well rugged up but some braved the early morning chill to make their patriotic
statements in Australian rugby league and union jerseys.

Terry Coffey, from Campbelltown, arrived at Martin Place at 3am (AEST) with his two
boys Matthew, 15 and Jason, 11, to keep a family tradition going.

"We've been coming in for the past five to ten years, I first came in with my dad who
served in New Guinea and the boys then wanted to come in," he said.

It's great, you can't get to where you are going if you don't know where you've been."

Korean War veteran Allan Collins made this morning his first dawn service ceremony

MELBOURNE, Dec 20 AAP - The Melbourne 2006 Commonwealth Games is set to unveil two
new sponsors in the next few days as it confronts threats of a television blackout in
Asia and a rift with Victoria's union movement regarding jobs.

Food giant Nestle Peters will be confirmed as a sponsor tomorrow, while sources said
a top-level Games partner was expected to be announced on Wednesday.

The two announcements should douse some of the criticism the Games organisers have
been confronting that they're struggling to meet their budget and attract sponsorship
dollars.

Melbourne 2006 said today it would have no trouble selling broadcasting rights to Asia
despite claims that the asking price was too high.

Broadcasting rights have been negotiated so far with the Nine Network in Australia,
and with companies in Canada and New Zealand.

Games chairman Ron Walker said he was not concerned by suggestions that TV rights as
much as 700 per cent higher than what was charged for the Manchester 2002 Games could
result in Indian and Asian broadcasters boycotting Melbourne 2006.

Mr Walker said there was no rush to finalise negotiations.

"We have put out a price and they're all considering it, so they haven't said no to
us, they haven't said yes to us," Mr Walker told ABC radio.

"Bear in mind that Delhi in India is hosting the 2010 Commonwealth Games and the transmission
is vital to them."

If the Asian TV networks decided to boycott the Games, it would result in the potential
loss of billions of television viewers.

Commonwealth Games Minister Justin Madden said he expected the broadcast rights to
be resolved over the next six to eight months, well in advance of the Games.

Mr Madden also reassured unions that Victorian workers would not miss out on employment
opportunities from lucrative contracts being awarded to overseas tenderers.

The Textile Clothing and Footwear Union (TCFUA) said today the Games organisers were
on the verge of sending a contract for 52,000 items of clothing and 80,000 metres of fabric
to overseas manufacturers.

Victorian workers have also been shut out of contracts to furnish and fit out Games
infrastructure, including the athletes' village in the inner northern suburb of Parkville,
the union movement said.

Michele O'Neil, Victorian secretary of the TCFUA, said the multi-million dollar contract
to make trousers and jackets for the Games workforce was expected to be awarded before
the end of the year.

She said all companies tendering to supply workforce uniforms had been asked to quote
a price for both off-shore and local manufacturing.

"After 18 months of meetings and discussions, M2006 (Melbourne 2006) has not guaranteed
to this day that one stitch on any athletes', workers' or volunteers' uniforms will be
sewn by a Victorian worker or made from Victorian material," Ms O'Neil said.

Mr Madden said the Games would strive to maximise business opportunities for Victorian companies.

He said construction sites for the Games had about 90 per cent local content.

"We've always had in mind that we would maximise Victorian content," Mr Madden said.

"While we don't have a specific target at this stage, we are ever conscious that we
need to maximise Victorian content in order to ensure that we are ... showcasing Melbourne
and Victoria to the world."
